With the development of national economy of China, the land resourceincreasingly plays a significant role in the process of national economic construction. Inorder to meet the demands of the daily work of the land administration, how tostrengthen the land administration has become the needs of social development.Meanwhile, many districts have begun to build the integration of urban-rural cadastralinformation system. However; due to the land resource has declined increasingly theseyears, how to explore the potential space of land use has been planed into the agenda byevery land resource administrator. As coal mining site is a special type in land species,which is extremely hard to exploit. For this reason, previously the coal mining did notplay a major role in the process of land development. In recent years, with thesustaining improvement of comprehensive control of coal mining subsidence, it showsan upward trend for the activation and reusing of coal mining subsidence. Although coalmining site is one of the most important part of this research, due to the particularity ofhow to use it and manager it, this research also refers to Geology, Surveying, Dataprocessing technique and GIS management software, etc. Among these areas, it includessome mature subjects, as well as it includes much Emerging Technology.Because there is no mature management model of coal mining subsidence forreference, so the precondition of this paper was the plenty analysis about the currentdevelopment situation of urban-rural integration cadastre management system, and thefollowing step was putting forward some ideas refer to the necessity of the dynamicmanagement system construction of coal mining subsidence. In addition, the paperanalyzed its key issues for the design of dynamically management system. Moreover, ittook an example of Xuzhou in Jiangsu Province, which pointed out the existing problemand provided some corresponding recommendation for the coal mining subsidence. Withthe building system, the paper found a well established survey program for coal miningsubsidence and provided the guarantee for the realization of live data update of coalmining subsidence. After the basic definition, data survey and the key points discussion of system, thefollowing step are the research of core issues and the research of system design andapplication. The paper mainly introduced the construction and function of dynamicallymanagement system, which also related to the data base of it. Focus on the research, thispaper aimed at every module of system which includes five areas: system maintenance,data checking, input, late edit of data processing and result output. This research usedthe mainstream GIS management platform—ArcGIS Build data management system,which used Oracle as the data shortage medium to achieve the data access and datacapture. The system adopted the Mashup model of C/S and B/S, which avoided theweakness of each one. The system used C++language to develop the clients of the thirdparty, thereby making some features of system come true. It is convenient and fast,efficient and operability. Through the method of identity authentication and datamanagement, the system was able to achieve the requirements of confidential data,which also meet the demands of internal and external nets. Finally, the paper made aconclusion about the sector of system development that has not been perfected yet,which also put forward the difficulty of development process, in order to make somegroundwork for the following research.
