With the rapid development of Internet, its impact has not only reflected the people’s work and learning, but also more and more integrated into every corner of people’s life. Our country paid more and more attention to the study of science and technology projects with the advancing of science and technology in modern society and the increasing number of research projects of various research units; How to make the declaration and approval of the science and technology projects more efficient has become an urgent problem of the various research units by the increasing workload of reporting and approval of the project’s and the complexity of getting higher and higher. So our company is going to develop the Application Management System of Science and Technology Projects for Weifang Municipal Government.This paper describes the demand, design, and realization process of The Design and Realization of Application Management System of Science and Technology Projects. Firstly, we research the relevant user to get the needs, and get a detailed understanding of the process of Application management work, and ultimately determine functional requirements and non-functional requirements of the system. And then the paper gives out a detailed design of each subsystem by class diagrams and timing diagrams, the system uses the B/S development pattern, the J2EE technology platform, the Struts Hibernate technology architecture and MySQL database to store data. The system conducts demand modeling and systems analysis and design by the Object-oriented approach, and uses the Unified Modeling Language (UML) as description language. Finally, the paper shows the implementation of each functional module and some of the codes. The operation of the system basically meets the needs of users, and the system realizes the functions such as applying the user, applying units, managing units, expert users, managing users, and improves office efficiency and the management level of application management, and brings conveniences for the application and approval and schedule control of the project, reduces the labor intensity of application person and audit experts.The system establishes a channel of online application management among the project management units of Weifang City and each research institute and experts by advanced platform technology and design architecture; it realizes project online applying, query, application, approval, acceptance, and other business functions, thereby it helps to enhance the efficiency of science and technology sector, and further to specificity the process of project application and approval, and to help the project management department of Weifang City to establish a good image. The system implements six functions:unit management, application management, establishes project management, contract management, implementation and acceptance management, history project management.I learn a lot of knowledge during the design and implementation of the system and the process of thesis writing, and have a deeper understanding of the process of project application, and also have in-depth experience of design and implementation of large systems, and master a large number of system design and implementation methods. The system still has some shortcomings and inadequacies due to time and technical reasons, only through long-term study and research we can make the system more perfect and the performance more superior.
