With the deepening of China’s IT innovation and the development of force modernization and information construction, the military security work, there have been many new changes. In the new situations, to better make the security work of the new ear, and to enhance the learning of confidential knowledge, and comprehensively improve the efficiency of confidential knowledge has become increasingly important. The army’s confidential data database management information system, which used of advanced design concepts and development of technology, is established based on the actual requirement of the confidentiality work in a certain forces. It is an information management system, which involved in a various stages of the confidential data database management, covering all electronic devices with the storage capabilities and storage media and other carrier, used by the all units. The system solves the duplication of data; waste of resources; statistical work is imperfect; the low efficiency problem when the retirement and cancellation of approval on the confidential carrier and series of problem. The system improves the work efficiency of the confidential worker, and more intuitive displays confidential strength of each of units.The Rational Unified Process is used as development tool and UML is used as description language for analyzing and design in this system development and design process. The whole system used three-tier ASP.NET-Architecture. In the end, the system has been implemented as a management information system including six function modules named confidential strength information query and browse, confidential strength information management, customer information management, the state approval of confidential strength, unit information management and category of confidential strength as well as smaller function modules.In this paper, the system development background has been discussed, as well as current both inside and outside army on data management information system. Then problems to be solved have been clarified by describing the requirement model with the turn from problem space to answer space. During the course of system design, the work began with architecture design. The software architecture, deploy architecture, and function architecture are built at first. Then the system use static and dynamic structure design strategy and the design procedure of security and database structure have been discussed in detail. At last, several important problems encountered during the implement have been analyzed.This system has been run successfully in an army, and achieved some results. It improves efficiency of the confidential strength management and improves the confidential worker’s safety awareness.
