The basic network architecture of telecommunications network is usually divided into thecore network and access network[1]. Access network manage the access network resources andprovide end-user the mechanism to access the core network. the core network include theentities that support the network features and provide telecommunication services ofinformation management, network control and other features and the core businessfunctions[1-4].LTE is the new generation of mobile communications systems high-speed wireless accesstechnology defined by3GPP. LTE as a member of the3GPP family can make the currentnetwork evolve smoothly; the LTE network is high-speed access and low latency.Mobile packet core network planning is a very important step of network construction, itneed to track the development of mobile communication technology,3GPP standard protocolis an important research material. It is important to identify the impact of networkcharacteristics to network planning at the beginning, such as changes in network architecture,the solution of system disaster recovery. We should forecast the future development ofoperator at the beginning of the work of the network planning. The historical data of operatorswill be entered into the mathematical model to get the forecast numbers of users and the trafficmodel, based on which we can calculate out the network capacity and bandwidth requirementsof logical interfaces. When planning the target network architecture, we should calculate thenumber of each network element, a single network element and network capacity of a singlepoint of failure backup capacity, according to the existing network construction and networkcapacity requirements and the network disaster recovery solution, According to the number ofkey network elements, we plan the physical distribution of the network elements, and thenetwork solutions of the reliability and safety and the interconnection between networkelements.With the development of future networks, the2G,3G,4G networks will be converged,the network evolution of the signaling and the traffic need plan for individual. For the smoothevolution of network evolution, we plan the lines and steps of evolution solutions for eachtypical current network, and analyze how the network to upgrade and change.
