Traffic and communications are two mainstays of the social economy, and especially, traffic problem has been becoming more and more important for our social life. With the development of the social economy and improvement of people’s standard of living, traffic load increases at great speed, therefore, the application of intelligent transport system is imperative. As an important part of intelligent transport recognition (LPR) has been increasingly attention by peopleUsing the method of image recognition, considerable analysis and researches on LPR have been done in this paper, which are divided into four components including License plate image preprocessing, vehicle license plate location, isolation of the characters and character recognition. A simple and fast algorithm has been proposed. It firstly introduces a few key points principle of the license plate image preprocessing and discusses the implementation methods; we use the rectangle matching method to gain the approximate location area of license plate, based on the distribution of white leap change points, On certain condition, we use an adaptive method to search the edges up and down the rows, and compare long with broad so as to search right-and-left edges; In the process of character segmentation, obtain the vertical projection of License Plate, and then according to the vertical projection and the size of license plate characters, the characters can be picked out separately; Finally, we use BP neural network to recognize the characters.
