The computer application system is established total quality information management, which to realize the laboratory people (staff), machine (instrument), sample (sample, materials), quality (quality, methods) communications (environment, communications), and improve the quality assurance system. This paper is based on the slow development of Quality Supervision System Laboratory Information Management System, the strict and standardized requirements of the state laboratory, the requirements of ISO/IEC17025, ISO9000, and "the ability of testing and calibration laboratories generic requirements "(GB/T27025), and the scientific laboratory information management theory and computer database technology. The computer application system provides the quantify and program management system for data network, the paperless office and the a complete laboratory management and product quality monitoring system. And the system can meet the requirements of the day-to-day management and ensures the accurate of experimental data, while establishing a more stringent management and control system and providing advanced technical support for the overall improvement of the level of laboratory information management and science management.This topic is designed and developed for Harbin Product Quality Supervision and Inspection Institute of Laboratory Information Management, which is suitable for laboratory hardware environment and reasonable software management system applying to all quality supervision agency laboratory work properly functioning. The system ensures the speed, reduces the input of the unit and is easy to understand. The system selects the design of the C/S structure, uses a common database management system(SQL Server) as the development of the database, and uses a simpler Power Builder as the development language, which ensures the simple, applicability and safe development, and easy use, optimal efficiency and flexibility expansion.This article describes the background and significance of the research firstly, and conducts a feasibility analysis. According to the demand perspective, the article analysis the work processes and procedures of sampling, testing, report management and sample management. Based on the different operating point, this research determines the sub-systems and its modules, then analysis the demands of process, functions and port using excell. The author expands the functional designs of the system, as well as the fields in the database and the data model. In the part of the system design the author connects the database and does the connection test, and achieve the main program and exhibit its subsystempage.The laboratory information management system designed by the author complies with not only ISO/IEC17025, ISO9000and "General requirements for the capability of testing and calibration laboratories"(GB/T27025), but also the laboratory sampling work of the quality supervision agency at all levels.
