TD-SCDMA(Time Division-Synchronous Code Division Multiple Access) is a international communication standards,which is independent intellectual property rights of china o TD-SCDMA satisfy the third-generation mobile communication requirements in3G age, the others two3G standards are WCDMA and CDMA2000. The data rates can reach2Mbits/s in3G.There may be too many user to accessed.According to each user has its own priority and each service has its own priority, when there hasn’t enough code resource in system,we should make sure a user or service who has a high priority level can access easy then a lowly priority. TD-SCDMA is the self-interfere system.During the operation of the power control procedure, the transmission power will be increased when ISCP get raise,and also affect the receiving quality of UE,which can crash the cell or area in somr more serious case. According to ISCP Control is importance to ensure service quality and maintain system stability,we introduce the load control to guarantee service quality by means of adjusting system load in real-time on basis of code resource and power resource.Load control algorithm is divided into two parts:radio resource load control and transmission resources load control. Radio resource load control is also divided into two parts:load control of connect states and potential users control.Transmission resources load control monitors and manages transmission resource of Iub interface. Radio resource load control of connect states estimate load level of system by code resource ISCP(Interference Signal Code Power) and TxPower(Transmit Power). Radio resource load control of potential users ensure access to cell more easy by adjusting parameter of reselection of cell and access, according to current load level of cell. when Transmission resources of Iub interface congest, transmission resources load control take some action to reduce occupancy of transmission resource to ensuer basic service.
