The freeway incident command system plays a very important role in dealing with unexpected events and accidents. In order to enhance the freeway management’s emergency response capabilities to unexpected events and accidents effectively, confirm the accident, formulate the emergency plan, organize related person arrive on the scene and perform a rescue operation, we must to improve and perfect the freeway incident command system. For this application background, combining with the actual situation of the video monitoring system, this paper gives a novel freeway incident command system based on wireless video monitoring system. Through integrating the past database of information and case, the CBR decision support subsystem is designedThis paper is from the starting point of supporting the management to efficiently deal with the freeway accidents, explains the purpose and significance of the research. The Composing of the Network、Functional Structure and Framework System of the freeway incident command system is proposed on the base of discussing the Critical Technique such as ITS technology、Embedded technology、Video Monitoring technology、Decision Support system. The Network Structure is based on the existing SDH Self-healing ring, on the one hand, Wireless Video Monitoring module and accident report module are added along the freeway, accessing the data by the way of WLAN and GPRS; on the other hand, the software of the freeway incident command system is designed by integrating the existing database and case resource. The system’s Functional Structure is divided into three parts:collection、process、publish, processing and storing information on every step of information circulation. The system’s Framework System is four-tier architecture:infrastructure tier、data tier. Middleware tier、application tier, providing the unified guidance framework for the system design. Finally the Design and Implementation of the freeway incident command is finished on the base of the above research.The system is used in the freeway management, plays an important role in raising the freeway management’s emergency response capabilities and organizing the related person to perform a rescue operation rapidly.
