With the development of mobile internet, video monitoring system begins to move towards the direction of movable camera, which will open a new era of video monitoring system. Therefore, we proposed a remote video monitoring scheme based on3G, and developed a video monitoring system to realize remote video real-time monitoring, applying3G mobile communication technology, H.264video compression technology and Windows CE embedded development technology.This paper designs a mobile video monitoring terminal based on an ARM+DSP hardware architecture that integrates modules of H.264encoder hardware and CDMA20003G wireless network. It is responsible for referring the video information processed by the video capture encoding module to the video compression module for the H.264compression, then sending it to the Internet via the form of RTP packet by3G wireless module, at last the video stream is sent to the client monitoring platform of remote server according to the IP address set in the mobile video monitoring device. In order to achieve a complete video monitoring of the system, we designed a monitoring client for remote server, it realizes the P2P video information receiving sent by the remote mobile monitoring after the registration of mobile monitoring device information and login.The quality of the video streaming compressed by H.264efficiently will be severely affected when decoding because of the defect of3G high bit error rate, it is necessary to adopt optimization method to improve the fault-tolerant performance of3G video transmission to improve the image quality of reconstruction. We developed an enhanced fault-tolerant technology based on adaptive dynamic slice to solve the problem at the assurance of real-time information, then verified it, and optimized function of3G video transmission in the video monitoring system.
