At the moment, various video conference system terminal products are on themarket, but most of the products are with big size and supplied by dedicated networkand position difficult to move. The medium-sized and small enterprises cannot affordit’s highly cost. Therefore, portable mobile terminal products in video conferencesystem is competitive among medium-sized and small enterprises. In order to meetthis marketing requirement, based on the existing H.264/SVC standard as the basis,using the other method, research team take the cheap TS320DM642as thedevelopment platform and designed one species mobile video conference system.Author use3D Wavelet full range of scalable video coding on audio and video digitalprocessing module in the mobile terminal, which to achieve adaptive transmission ofvideo streams in a complex network environment, and it guarantees the fluidity andstability of the video conference screen.After doing in-depth research, space and the quality of the single scalable videocoding system, This paper presents an adaptive coding strategy and a wavelet based3D full scalable video coding and decoding system framework mainly includes:MCTF(motion compensation filtering),2D-DWT (discrete wavelet transform), PSNRcoding and data package. Video sequence first through multiple layers of MCTFtransform to remove the temporal redundancy to achieve temporal scalability(framerate), then after2D-DWT treatment to remove the redundant space spatial scalability(resolution), the final EZW(the embedded zero tree wavelet algorithm) coding qualityscalability, formed by packetizing data stream, through channel transmission, dataflow in to the decoder to reconstruct the original video sequence, at the same timerealized time, space quality three respects scalability. Finally, using MATLABsimulation in this paper and testing in the DM642development platform, to decodethe reconstructed video sequence in the terminal.The design of the full range of scalability based on the three-dimensional waveletand adaptive video encoding scheme in this paper, making video conferencing mobileterminal successfully joined the video conference and interaction in different networkenvironments.The test indicated that the code which exported by this Coding Schemehas good network adaptability. It establishes the foundation for the furtherdevelopment.
