Video conferencing system has a very broad range of application prospects in the complex network environment with limited bandwidth. Therefore, the video coding standards of video conferencing system is particularly important, which is required to have compression performance,impressive video quality and excellent error resilience capability at low bit rate. Motion JPEG2000standard is a new video coding standard which only using intra-coded pattern and is based on the discrete wavelet transform (DWT) and the embedded coding (the EBCOT) technology, Because of this, the new standard has an excellent performance. The goal of this dissertation is to combine the Motion JPEG2000standard and the video conferencing technology and furthermore to design and achieve a low bit rate video conferencing system based on the Motion JPEG2000standard, which including the follows:(1) Research on the technology related to video conferencing system, and design the chief architecture of video conferencing system.(2) Research on Motion JPEG2000standard codec algorithms. Design the Motion JPEG2000coder and decoder and encapsulate the codec decode static library LibMJ2and LibMJ2Decode, which are based on OpenJPEG source code.(3) Design and implement the low bit rate narrow-band video conferencing system based on Motion JPEG2000standard, which contains the video encoder module for client, the video decoder module for server, the audio and video capture module, and audio and video synchronization module. Research on RTP/RTCP protocol, and RFC5371standard document about the design of RTP payload header of JPEG2000stream. Design and implementation of the RTP transmission module of the Motion JPEG2000stream in the video conferencing system.(4) Research on H.264standard, understand the application of H.264coder, design and implement the video conferencing systems.(5) Compare the compression performance of the Motion JPEG2000encoder and the H.264encoder. Test the relation of the DWT level and the Motion JPEG2000encoder’s performance, and test the ROI performance. (6) Under the conditions of the wireless network, compare the network transmission robustness and error resilient of the Motion JPEG2000video conferencing system and the H.264video conferencing system.
