The scale and the fast growing development cost in the software development became the most important problem to the software development companies. The raise of software as a service theory eased these problems in nowadays, more and more software companies joined and using the web service technology, to improving theirs production’s competitiveness in the future.Web service has been developed for decades since it has been proposed, it takes a very import place in distributed system development after it been used by many software companies. Web service is based on many conventional industrial standards and mature technologies, such as XML and HTTP, because of that makes the web service technology become a effective bridge between the systems which is developed by different languages or based on different develop platforms. The biggest advantage of using the web service technology is when exchange the message data there is almost no change make to the current system.This thesis’s purpose is to solve the interactive issues between the unify management systemr and the anti-spam short message system, designed and developed the user account synchronize module using the web service technology. This thesis analysised mainly through The web service features, current system’s architecture and function requirements of the user account synchronize. At the next part of this thesis illustrated how to implements the entire user account synchronize module with the Apache CXF framework. The final part of this thesis concluded some advantages and disadvantages from software development apply in industry using the web service technology and offered a practical solution for build software as a service in modern software development.
