With the rapid developing of the society and economic, the environmental pollution has been a serious problem. How to achieve a sustainable development of the economy and society has become a major research topic. This paper built an Environmental Quality Monitoring Information System online based on GIS, which was real-time, automatically and efficiently. The system monitors the sources of pollution distributed in different geographic location, process and statistical analyze these sources continuously by building quality of the environment monitoring center and the network of monitoring and analysis equipment for pollution emission factors. This system was realized by Microsoft.Net and SQL Server2008developing tools with a combined architecture of B/S and C/S. The3C C&M2003data collection and transmission analyzer by was used for real-time data acquisition and transmission.Firstly, this paper provided a requirements analysis of the system by the principles of software development and the use case diagram by UML. Then, this paper provided the develop architecture of the system and defined seven functional modules which were real-time data acquisition and transmission, query and display of environmental data, automatic warning and alarm, GIS application, decision support, Web information publish and system management. All these modules were designed with the interface, logical structure and the database. This paper built a diffusion model by the research on monitoring and control technology of the water and the atmosphere, and elaborated how they display in the GIS platform.This system can continuously and real-timely monitor the environmental quality of a city or a region. It also can accurately predict the trend of environmental pollution and effectively control the formation and diffusion of environmental pollution, prevent the occurrence of serious pollution incidents. This system provide an advanced technical support and basic data for the environmental protection department who can fast and effectively handle the pollution accident. With the using of this system, the environment monitoring can be timely and effective.
