Measurement and Testing Institute is the legal metrology institute set up by the Government according to the law. Its responsibility is to establish the public standards of measurement, to implement the value transfer, to assume local tasks of verification and calibration of measuring instruments, and to provide the society with a fair measurement. With the deepening of the process of information, the traditional manual management has problems of inefficiency, backward mode, bad cooperation among sectors, chaotic management of the certificate file and so on. Some of the existing management information systems have defect of insufficiency or weak practicality in some degree, and are difficult to promote. In view of this situation, the computer network of business management information system has become the inevitable choice of the metering industry to improve efficiency and standardize workflow.In this paper, on the basis of the existing metering system, we design business management system of Measurement and Testing Institute based on the B/S structure. This system is developed in Visual Studio2008environment with the C#language on the.NET framework and using SQL Server2005database, and run on the platform of Windows Server2003. This system consists of several functional modules, including the commission acceptance, the calibration management, the resource management and the system management.In this paper we analyze the development background of the management system of metering industry and its current status of development at home and abroad, identify the existing problems and deficiencies, and determine the characteristics and problems need to be solved of the business management system in Measurement and Testing Institute. We also determine the relevant technology to be used contrasting to the existing metering software model, detailedly describe the system requirement analysis and general design, and finally give the detailed design and implement of representative sample modules.The main contributions of this paper are the following:1. System is achieved with mature B/S structure.Users of the system include not only the measurement staff, system administrators, but also the customers need to check online. Considering the system’s multi-user and cross-platform features, the system has taken the B/S structure based on ASP.NET.2. The customer management.With the economic globalization and the development of IT, the world is more competitive, and the customer-centric business philosophy is even more important. By the customer resource management and analysis, we can seize the existing customers and mine the potential customers. For the long-term customers, this can avoid lots of duplicate entry and improve office efficiency.3. The inspection apparatus management.In the process of measurement and generating certificates, some inspection apparatus are the same in name, specification, and manufacturer, which means mass duplicate entry work. Through storing the inspection apparatus in the database, the corresponding information can be automatically generated next time which greatly reduces the entry work and decreases the error rate.4. Data analysis and support decision-makingThis system can extract relevant information from the database, support for various types of query and statistics, and help managers to analyze current business status and make plan and decision.With the development of the institute and the improvement of information technology, we can further improve the customer management, such as adding voice query functions. We should continue to enhance the data mining and analysis to facilitate the managers making better decisions. And we could mix this system with office management, personnel management and financial management subsystem to set up an integrated information system. These are the next steps for continuous improving.
