Along with the development of internet and its penetration in society living fields,a new and distinctive democracy form——cyber democracy was born. Excepting forimproving of citizens democracy rights and developing of social democracy political,cyber democracy brings some negative influence, as tyranny of majority in cyber space.As a result, under such an key time of globalizing, networking, and Chinese economicsocial transition, how to evade tyranny of majority in cyber space, how to build up astable cyber environment of political participation, are serious subjects of all society’sconcern and study.Viewed from angle of Cyber democracy, this paper discusses the tyranny ofmajority in cyber space from following5aspects:The first chapter: prolegomenon.
