With the development of computer technology and Internet technology in recent years, the information construction of the railway industry has reached an unprecedented stage, many kinds of office automation systems and workflow management systems are emerging. The railway administrative licensed e-government information system is a web information system designed for the application and audit of the dangerous goods consignment, dangerous goods carriage, overloaded overlong overweight container carriage and railroad crossing construction qualification under the jurisdiction of Chengdu Railway Bureau. It can evaluate the enterprise credit using the information shared by Sichuan Trade and Industry Bureau Credit Office, and can also promote and strengthen the construction of the e-government of Sichuan Trade and Industry Bureau.Firstly the Zend framework is introduced briefly in this thesis, including the characteristics of the Zend framework, MVC design pattern and the main components needed for the system.Then the requirements of the railway administrative licensed e-government information system is well analyzed on the basis of practical use, the system functional modules are divided and designed. Finally the whole system is constructed. With different types of the applications, the system business is divided into four categories:Dangerous goods consignment qualification application, dangerous goods carriage qualification application, overloaded overlong overweight container carriage qualification application and railroad crossing construction qualification application. The analysis, design and construction of the system are all based on these categories.In the chapter of requirement analysis, the business model, business processes and business function etc. are described in details, using activity diagram, use case diagrams and other object-oriented modeling methods. Some other non-functional requirements are also been analyzed in this chapter.In the system-design chapter, each business type is divided as a function module. Each module is designed systematically and the main function of each module is detailed designed using the class model. Besides, the non-business function module, the system architecture including the development architecture and the run architecture are designed as well.The whole system is completed using PHP and Zend framework, and the main modules of the system are elaborated according to the process of the qualification application. The technique and the code involved are analyzed. Finally the running module screenshots are given.In the last part of this thesis, the current work is summarized and the shortcomings of the system are pointed out. Finally, what will be improved of the system in the future is listed.
