According to the concerned regulations in the Tendering and Bidding Law of thePeople’s Republic of China, there are five stages for the tendering and bidding of a project.They are: tendering, bidding, bid opening, assessment and winning, which with thecharacteristics of large expense, long term, high technical requirements and the complexity ofrights and obligation. Tendering and bidding process is a contract relationship, a tradesman aswell as a legal behavior between tenders and bidders. They eventually form a legal andpay-and-gain behavior, after offering, acceptance and preferentially selected. In the biddingprocess, for some special interests of the tender industry, there will be unfair and lost instandard. Thus it will make the bidding enterprises suffered some unfair treatment. And also ithas the possibility to make some outstanding intended enterprises fail to win the bidding.Based on the above situations, in order to prevent the bidders from colluding with the bidinviters in bidding, we choose some relevant departments to supervise the tendering andbidding process by means of computer information technology.The tender and bid process management sub-system of the electrical departments isbased on the actual demands of the electrical departs in the tender and bid procurementactivity. The traditional manual methods are replaced by the modern computer technology.The relevant business and the whole work process are also computerlized. Take the actualprocess of the purchase of the goods and materials on the tender and bid acticities as a basis,we set up the management system’s functional model and the logical database model throughanalyzing the demands. We set up the process of the tender and bid activities managementfunctional model and the logical database model through analyzing the demands. We alsoestablish the system hierarchical structure model and the logical database model based on thecomputer system. We design the operation control panel as well, which takes the convenienceand the easy understanding as a theory.The technological process of the business system is as follows: a tender who adopts thepublic tender method shall issue a tender announcement on Internet; a bidder select a properproject subject; a bidder shall fill in the tender documents in accordance with the standardized style of it(including the bid price quatation, etc.) and then submit it. The system may, inaccordance with the relevant regulations examine the qualification of the intended bidders andrestrict some unqulificated bidders. The bidders who get through the preliminary measureswill automatically enter the specialized evaluating system. For the sake of fairness andimpartiality, all the experts who examine the qualification of the bidders are randomly chosenfrom the database on computer after the deadline for submission of bid documents. Theseexperts from across the whole nation shall score them(the bidders) in accordence with thestandards set by the tenders and then upload the result to the tender through Internet. A tendershall determine the winning bidder from among all the bidders by their scores, whichevaluated by the computer mathematic model.We can settle down the technology we will use to realize the computer management.after analyzing the working system process. This system use MYSQL database managementsystem and PHP development environment system to achieve the whole functions ofmanagement software in purchasement bidding. The B/S structure means browser and serverstructure. As the Internet technology developed, the B/S system is an enhanced one based onthe C/S structure. In this system, we use WWW browser to realize the operating control panelfunction. Main logical business is disposed by server, and very few is disposed by browser.The three parts are together called a three-layer structure. the three parts greatly simplify theworkload of the client, reduce the overall cost and work of the user in maintaining andupgrading the system.The whole process of the system’s implementation is divided as four models, they are asfollows: user management, material procurement departments, material suppliers, experts, andsupervision departments. And each module is divided into several sub functional modules.User’s information management include: the management of the material procurementcorporation’s information, the suppliers’ information management, and the experts’information management. For the sake of convenience, there must be certain correspondingrelationship between the bid and the tender documents. Therefore, we set the biddingdocuments as available choices on the computer. Then they will be set into index keystogether with the sequence numbers of the bidding documents. Before the bidder issue a biddocument, he should select a corresponding tender document.The entire thesis presented above showed the whole system’s function and the details ofthe realization of the process. It has a general analysis of the system’s exploitation, and has apre-study to the main problems and the disposing mode of the working process of the system.The prototype of the system has basically formed. The system has also achieved the electro-technician and automation of the five stages, which are tendering, bidding, bidopening, assessment and winning. Owing to the system, the tenders and the bidders will forma relationship: one-to-one, and one-to-many. That is to say, the tender can choose only onecorresponding bidder and that is the same to a bidder. It is feasible that a tender could selectseveral different intended bidders, which is also the same to a bidder. Generally speaking, thesystem will greatly improve the efficiency of the tenders and bids and also the purchasingwork. The principle: openness, fairness and impartiality will be promoted as well.
