Since 2006, the Chinese telecommunication operators, China Mobile in particular, have greatly increased their investment in upgrading the platform and service, aiming to meet the new demands of customers with a brand new upgrading service and philosophy. With the rapid application and promotion of 3G technology, telecommunication operators are accelerating their service upgrading and system upbuilding. The electronic information needs both from personal service and industry big accounts have become the prime goal of the stage. And operators'service oriented concept is increasingly deepening in the mean time.The system is devised in allusion to the comprehensive purchase management platform of mobile communications industry. Based on the status quo and requirements of Qinhuangdao branch of China Mobile, the platform's basic functions can be realized, including purchase management, warehouse management, distribution management, suppliers management, multilevel approval administration, data analysis management, basic information management, system management as well as other modules. The management of purchase integration of Qinhuangdao branch of China Mobile can be greatly facilitated through the application of the modules mentioned above, thus promoting the purchase efficiency.In the first part of the paper, the status quo, existing problems of network and application system construction of domestic telecommunication operators has been addressed, as well as the analysis of the characteristics of the informatization of telecommunication industry, the objectives, research background and the main concern of the study. In the second part, the paper has elaborated on the main ideas and realization methods in the process of realizing the purchase information management, such as: needs analysis through the collection and coordination of user views in the needs analysis stage, detailed introduction to the design concept and functions of the service interface in the system design stage, and detailed instructions about the development of frames and samples, developing regulations, system testing etc. in the system realization stage. At the last part, the paper has focused on the detailed introduction to the key technologies and innovations applied in the project, especially the realization of system customizing approval technology.
