The specialized reference room in university is a service organization andacademic institution. It is a very important part of library. Its functions are collection,management, reseach and development of relative professional materials. Meanwhile,it provides services to stuffs and students. Nowadays, most rooms are small in sizeand run in a way of hand operation, including manual entry and registration of relatedinformation. Besides, there are a lot of difficulties in personel management.Consequently, the management mode can not meet the readers`needs.Since our university was promoted to undergraduate colleges in2003, thedepartments in the university have been put emphasis on the construction of thereference room. The reference rooms are more targeted, focusing on the collection ofthe professional books. Therefore the higher management standard is always needed.The relevant library management software is introduced by the school. Becausethe actual situation is not taken into consideration, there are still some problemsmainly included two aspects. The running of software is based on the environment ofnetwork and has a high requiment of the stability of computer. The implemention ofsoftware needs professional service and has high demand of system software whichshould install operating system of network and online database management system.All of these make the operating costs improved. The software which is suitable formanagement of large libraries has high demand on operating platform and needs largeamount of human and material resources during the development. The tools ofdevelopment use costly high-level language and database system. Although thesoftware is fully functional but it is difficult to be fully utilized, and could easily leadto waste of resources.With the development of computer technology, we have more choices of system tools. So the author developed the Library Management System. The reasons are asfollowed. First, we analized the characteristics of the management model inUniversity library, including its hardware, software and operating environment ofnetwork system. Second, we elaborated the software’s hierarchy, In this case, theauthor has developed this library management system according to the actual workingenvironment. First, the author analyzed the characteristics of the management work inUniversity library, the hardware and software architecture and operating environmentof network system that library system based on. Then, the author elaborated thesoftware’s hierarchy and structure of system, program flow charts and implementationsteps and come up with the general principles of system development. We have madeobjective analyses based on real needs and put forward a design proposal. Thedevelopment tools use database language Visual Foxpro which is object-oriented.During the development, due to the further development, the Two-modular design isadapted, which lays the foundation for the function expansion.
