Because of the development of mobile communication technology, particularly the popularity of 3G networks, the traditional voice services market is already saturated, so carriers have to find other types of business to improve network utilization. With the proposal of new business, the traditional dial-test system has a clear disadvantage for specific test scenarios. So there have to be a new approach to test and trial operation. For this reason, we propose a dial-test system simulation data services based IuPS interface, which ignore all wireless part. This system applies for real-time monitoring of availability of data services and dial-test for business. In this case, our project is part of the dial-test system. The project team’s work is to achieve the function of Iu, Gn, Gi interface protocol stack of the dial-test system and make sure the underlying data transmission.The job of this paper is to design and implement a stable pubilc support system and a convenient used API for our Protocol stack system. The pubilc support system should contain the following functions:system daemon controling, log management and timer management. The API is to connect the Potocol stack sytem and the upper Service Dailing system.This paper including 4 parts:1. Analyze the whole system requirements in brief. Then take a short look into the interactive mechanism among processes of this protocol stack system. At last, the ructions supported by the whole Service Dialling System will be introduced.2. The second part bases on the system requirements, to design and implement a public support system.3. The third part design and implement a API for upper Service Dailing system, and some of the important parameters and process are briefly introduced. 4. The fourth part has a brief introduction of the test process, and summarizes the resultssystem performance. The system performance of the proposed algorithms has been verified by the theory analysis and simulation.
