3GPP standardization organization started the work of the air interface Long Term Evolution technology (LTE, Long Term Evolution) in March 2005. LTE system uses OFDM access technology system and allows users within the cell to have a good district orthogonal frequency, but there is still very serious Inter-cell interference. Therefore, in order to improve overall system performance, reducing inter-cell interference is a major goal of this study.The main work of this paper is as follows:(1)The characteristics of the inter-cell interference coordination scheme is analyzed, then a dynamic inter-cell interference coordination measurement mechanism is designed, which is based on OI(Overload Indication)、HII(High Interference Indicator) and RNTP(Relative Narrowband Tx Power) in the uplink and downlink. This scheme is easy to engineering.(2) A new resource allocation algorithm is proposed, this program allocates different scheduling request to different terminals according to the QoS of each terminal, aimed to dynamically allocate resources as to avoid interference.(3) On the basis of combinating resource allocation algorithms and power control, a JP-CoMP scheme is proposed, which converts the interference signal into useful signal and improves the performance of the edge users.According to verifying the feasibility in the real environment, the results show that the solution proposed in this paper made load speeds up 40kbps, the edge users’ throughput is twice that of ordinary programs.
