The construction of expressway in China has achieved tremendous achievements in 30-year Chinese economic reform. Till the end of the year 2005, the expressway traffic mileage has reached 41,000 kilometers, thus the plan is to reach 85,000 kilometers. The seven expressway railways from Beijing to provincial capitals with the distance of 18,000 kilometers will connect 319 cities with population over 20,000. As the biggest and most important city of the inter-city expressway network of Yangtze River delta, the expressway in Shanghai especially summons people’s attention.The mileage has reached 880 kilometers since the first expressway was built in 1988. During the period of 12th Five-Year Plan, the mileage of Shanghai expressway will exceed 1000 kilometers focusing on the expressway, people will construct Shanghai transport network hinging with arterial highway. However, built in 2001, as the communication network of Shanghai expressway network, the DPT communication network which centers on DPT technique and encounters difficulties such as elimination of core technology and lack of enough bandwidth can’t go on with the ever-growing need of network service and all these problems need resolving.The difficulties facing Shanghai expressway communication network can’t be improved by the means of technology reform and upgrade towards the old one, the way to resolve is to construct a new communication network. At the same time, DPT communication ring network can’t quit due to the composition of property right of network devices in Shanghai expressway. The old one need to be altered gradually in 2 or 3 years and the construction of new one should consider the situation and offer redundant protection for the old network.Therefore, the design of new expressway communication network not only requires advanced and prospective core technology, but also stable and mature technology to offer a stable, effective network platform with high capacity for kinds of communications of Shanghai expressway and all these lay a foundation for further network construction. On the other side, the plan should be perfect as far as possible to provide effective protections for the continue working of old DPT communication ring network.The author of the article is in charge of the project of expressway communication network. Relying on joint efforts of project members, the author brings forward a set of complete projects to resolve the expressway communication network which center on 10 Gigabit Ethernet technology. It has been found that the plan settle down perfectly the problems that expressway communication network faces and lays the foundation for the enterprise about the development of 10 Gigabit Ethernet construction realms in the future. Simultaneously, we make the best use of project management theory and means such as project scope management, project organization management, project schedule management, project cost management, project quality management and project communication management to enhance the execution efficiency and provide effective guarantee to accomplish the task of expressway 10 Gigabit Ethernet network project.
