As the non-public publishing organization development increasingly activetoday, China’s General Administration of press and publication for non-publicpublishing policy documents was frequently issued, but the academic circlesfor non-public publishing research is still relatively backward. Especially forproperty rights problems of non-public publishing organization. This articleattempts from property rights of non-public publishing organizationclassification, and according to the advantages and disadvantages of differentforms of property rights. In the hope of giving some suggestions of non-publicpublishing organization .This paper is divided into five chapter: introduction, the defining ofnon-public publishing organization , property rights analysis of developedcountry in non-public publishing organization, China’s non-public publishingorganization accessing policies and the property right analysis, the reformproposal of property right on China’s non-public publishing organization . Thefirst chapter of introduced the relevant policy documents , and four meaningsin researching non-public publishing organization . Then introduced the theoryof property right. The second chapter with the aid of the non-public economicorganizations and concept of non-public publishing organization. As China’snon-public publishing organization has no definite concept, this chapter makesa clear concept of non-public publishing organization. When concepting isdone ,we analyzed the relationship between non-public publishingorganization and private publishing organization, non-public publishingorganization and public organization. The third chapter is on large publishingmedia group and the Japanese small publishing organization.In this chapterproperty advantages and disadvantages are analyzed. The fourth chapteriinduced admittance policy,and analysised the status of our non-publicpublishing organization property right . After study, the property rights is divided into three types. In the last chapter,we giving some proposal to thenon-public publishing organization. From macroscopical level and microcosmiclevel. The macro level through to four aspects: the control rights, taxation,credit, going out strategy carries. the micro level from the non-public publishingorganization property right form of selection, joint-stock company or not, andjoint the publishing group cooperation or not.
