The free software movement,also known as the open source software movement,is a sharing and collaboration activity in which software developers disclose the core source code of their software free of charge.In recent years,the open source movement has not only provided the software industry with rich and high-quality software infrastructure products,which greatly promoted the development of the software industry,but also attracted the attention of economists because of its longterm private provision of public products.Domestic and foreign scholars have carried out related research on this topic,mainly focusing on the theoretical discussion of open source organization governance mechanisms and collective decision-making.However,there are still few studies on open source agreements and the collaboration efficiency of open source projects.At the same time,there is a lack of empirical research due to the availability of data.Although the phenomenon of long-term private provision of public goods in the open source movement is relatively special from the perspective of traditional economics,in essence,developers in the open source movement still follow the hypothesis of economic rational man,and they will be affected by hidden incentive factors besides the direct economic benefits.As developers choose open source projects,open source projects choose developers.Due to the threshold effect on technical difficulty of open source projects,open source projects will select suitable developers to participate in the project,and dynamically adjust their collaboration mode according to the development stage of open source projects,so as to maintain their collaboration efficiency.All kinds of open source agreements declared in the open source movement are actually property rights systems with differences in the right to use and the right to profit.Proper open source licenses can significantly improve the collaborative efficiency of open source projects in terms of code merging rate,code review standards and discussion quantity.At the same time,enterprises have a clear preference for open source licenses that allow modification of source code for commercial use.In order to promote the development of open source community in China,government departments and managers of open source organizations should adopt appropriate strategies.Government departments need to improve laws and regulations to guarantee the effectiveness of open source agreements,help popularize open source culture,and guide enterprises to participate in open source research and development with active subsidy policies,so as to provide support for the formation of a good open source environment in China.The managers of open source organizations can reasonably stipulate the right of use and profit of open source projects according to the characteristics of incentive sources of project members,so as to attract an appropriate number of developers to participate in the project.At the same time,according to the characteristics of the project and the composition of the members,the choice of appropriate collaboration mode can also better promote the development of open source projects.
