In recent years, with the rapid development of computer technology, every industry has higher requirements for the efficiency of software development and for quality. Human resources are growing larger in institutions of higher learning in China and the personnel structure of them has gradually become more complicated. The traditional personnel management method is not only complicated, but also more inefficient. Usually it only includs file management of personnel and organization, simple attendance management and salary management, lacking of personnel management software that is necessary for the fuction of staff recruitment and employment, training and development, and performance appraisal etc.. And once personnel transfer and salary change happen, within the enterprise, it will become very elaborate and cumbersome to use traditional personnel management methods to deal with these things.In the work of university management, the personnel management acquires a greater importance. However, the situation of traditional "manual mill" type of software development cannot meet its demand. In the process of exploration, software reuse, fast-integrated application of the system, software component technology and Service Oriented Architecture (Service-Oriented Architecture, SOA) have become a hot topic for discussion. Therefore, to meet the demand of college personnel information management and to face the complicated situation, we can make use of service oriented architecture to design system structure, rationally manage personnel information and expand university human resource information. This paper mainly discusses how to apply the theory of service oriented architecture technology SOA and its specific technology to the personnel management system, and attempt to exploit its advantages to make personnel management system possess the good properties of high-degree reuseability and extensibility so that in the fierce competition, colleges and universities will have a great development. Since in the design of the system, software engineering methods and principles,and other related academic knowledge are used, this system supports analyses and detailed design of the system, until its eventual realization and deployment. The human resource management system of the main function modules are composed of department management module, recruitment management module, staff management module, training management module, rewards and punishments management module, performance management module, and system management module, ect. which is of the function of effective management of all university employees.
