The Design For Government Conference System And First Phase Of Implementation

Electornic administration is the result of that IT is applied in in governmentdepartments, and the product of the combination of IT and administrative activities [4]. ITcan promote innovation and improve the government work to optimize the administrativeworkflow, improve efficiency and social benefits of government work.The conference is one of the important government works. Conference work involveslarge administrative regions, large number of departments, many people and many serviceunits. As different kind and different property between conferences, conference work maybe quite different each other. Conference work may also be related to other public services,such as transportation, security and so on. So it is difficult and complicated for conferenceorganization and management. Especially some large-scale conference requires not only apassion for work, but also requires careful patience and more work experience and strongorganization and communication skills.Secretariat of the Office of the Provincial People’s Government, responsible forgovernment leaders to host or participate in the provincial General Assembly, is responsiblefor the work of the session, communication, organization and management. The number ofconferences is more than a few dozen every year. The difficult of conference work isobvious: less staff, time is tight, large number of participants, organization of large amountof material. Therefore, there is an urgent need to introduce electronic administration in theconference work, give full play to the advantages of information technology, substantialimprovements environment for conference work, and raise the level of organization andmanagement.The topic of this paper is derived from the actual needs of the Government Office forthe specific features of the conference system and application environment, thedevelopment of e-administrator projects. The project is necessary to carefully study andanalysis the requirements of conference works, given an overall design for conference system, and implement a software product line that achieve the actual needs. And more,based on the use of existing code resources, establish a basic, high reusable, Webapplication framework for software upgrades and maintenance in the future.The main works are: give the details of the conference system requirements, give anoverall design, implements the first phase of project. In implementation, focuses on themanagement of pre-conference and focus to seats arrangement for participants.
