To improve driving personnel awareness of traffic regulations, Shenyang City TransitAuthority in accordance with the relevant state regulations, provides driving pre-job trainingand instruction, and issue certificates to the qualified drivers, hoping this will strengthendriver’s safety awareness and reduce serious traffic accidents because the number of drivers isnumerous in Shenyang, but the transportation department has relatively limited resources.Therefore, it is necessary to develop and apply the driver training system to improve theefficiency through e-government information system. Based on the present status anddeveloping trend of OA system, an operating personnel training management informationsystem is proposed in this paper. It is a typical OA system involving computer technology,management science and communications technology. It is helpful to improve efficiency forthe repetitive work.This paper is based on the status and the daily work of staff training in Shenyang. Firstof all, the project’s background and significance have been investigated and analyzed, thenUML system cases analysis method was used to analyze the demand of the system and thissystem includes5main modules and17sub-modules. Thirdly, Spring, Struts and Hibernatewere used to build a lightweight architecture system and we also design the database byapplying E-R diagram.. Finally, A Loading Balance method is introduced and a test has beendone for the System. The test shows that the system can verify the availability andeffectiveness of the system. Although the system can fit the demands, the architecture of thesystem needs to be improved. For instance, the lightweight structure in this paper needs toconfigure a lot of XML files, and it would be quite difficult to maintain or develop it again ifwe need to expand the system.With the rapid development of the logistics market and expanding scale of theoperating personnel, the application of this system will ease the pressure and becomemeaningful for for Shenyang City Transit Administration.
