JiLin Publishing Group was established in December 12th 2003, beingpermitted by National Press and Publication Administration as a sample in thereformation of publication istitutions.The Group operates in a parent-subsidiary structure. The parent company is JilinPublishing Group Inc., which govern 24 subsidiaries including publishers,newspapers, printing, distribution groups, and other publishing material suppliers. Forthe entrepreneurial publishers, the publishing market is highly competitive. The longpublishing process lead to slow response to the market, complicated processing andheavy work lead to inefficient, the group’s original publication management systemdoesn’t fully adapt to market environment. At the same time, along with thejoint-stock system reform and business development, much of the business and itsmanagement of the Group is constantly changing, this induces new requirements forpublishing processes. Since 2006, the government have revised its managementsystem many times, resulting in the group’s original publication management systemnot fully adapting to the national’s CIP and ISBN software. There are some interfaceissues between the two, making the later running hard. In line with the social benefitsof priority principle, this paper, which is based on the theory of processre-engineering, quality management and value chain analysis, analyses the group’sexisting variable-process and make a goal of process re-engineering, whichcorrespond to the national publication management system, simplify and shorten theprocess, enhance responsiveness to the market and improve quality. Along with thegroup’s size growing and business expansion, by the methods of Adding, deleting orchanging the order, the writer proposed re-engineering improvements, which include: 1. Changing the application process order of ISBN, CIP and copyright.2. Creating a Quality management process and reporting management tofacilitate the long-term project planning, integration of all kinds of resources, improving thequality of Group books.3. Combining with the reconstructing of the divisions, simplifying applying andapproval processes.4. Adjusting Sample booklet submission process and carrying out intensivemanagement of provincial printing procedures for approval.5. Modifying the topic and ISBN technique module of Group for adapting to thenational publication management systems, and establishing internal and externalmarket data publishing module to achieve the basic statistics of publication andmarket information.Through re-engineering, improving and supplementing, the Group will Eliminateduplication of work, improve resource utilization, accelerate market response,improve the quality of products, enhance the market competitiveness, achieve themission of guiding socio-cultural orientation.The publishing industry is not entirely profit organization, it also hosts thedissemination of national culture and guide the public opinions of social.If we re-engineer the process, we will not only consider economic factors suchas quality, speed, cost, and so on, but also consider social effects and matching thenational publication management system. Therefore, re-engineering of publishingindustry showed more obvious constraints, which means that we cannot pursueSubversion- reengineering and financial effects only.At the same time, the nation takes a progressive reform in cultural industrymanagement norms and procedures, which also requires a gradual mean of processreengineering in publishing industry. Re-engineering embodies itself mainly by theusage of value chain assessment tools, and of ESIA principle.
