With the constant development of society and economy, governments, enterprises and departments of all levels pay more and more attention on the building of a wireless schedule-based emergency communication mechanism, aiming at improving the ability of emergencies responding and public activities’ safety protection. In this case, besides traditional voice calls, wireless scheduling system has increasingly urgent needs at data transmission capacity, system efficiency and resource utilization, while wireless scheduling system based on traditional analog technologies difficult to make a breakthrough, so the research of digital wireless scheduling system is of great significance.In this thesis, MOTOTRBO digital radio system is used as the platform in the study of digital wireless scheduling system’s key technologies and methodologies from different aspects of the network topology, voice control, data transmission and geographic information application. The main work includes:descript digital wireless technology advantages in TDMA work, voice service coverage capacity and data transmission capabilities. The description focuses on system control instruction, data transfer protocol, different system topology models and their advantages. Then discuss the application of geographic information systems in wireless scheduling system and propose an algorithm for Web Mercator projection map used in the server/client mode and verifies the algorithm with Google data. At last, design a scheduling management system with voice and data transmission capability based on digital wireless technology and gives the test results under actual working environment.The innovative work of the thesis lies in: the topology of the system is studied and the appropriate system topology modeling is selected according to the actual work requirements to design a scheduling management system with voice and data transmission capabilities based on digital wireless technology; an algorithm for Web Mercator projection map used in the server/client mode is proposed to solve the problem that Web Mercator map data can not be used directly in the server/client mode.
