With the development of information society and security needs, video monitoring technology has been developed and improved rapidly. Video surveillance technology plays an important role in schools, urban transport, banks, hospitals and other areas of life.The paper design video real-time monitoring system, which not only has the characteristics of traditional real-time video surveillance system in network and digital, but also improves rate of packet loss, application scope and intellectual aspects. According to the characteristics of real-time video monitoring system, paper first analyses requirements and functions to determine the basic framework of the system, and then divides system into three modules as video capture module, data transmission module and video display module to implement the system. Video capture module is mainly through OV3640 camera for capturing, and through development board TOP6410 for encoding and slice. Data transmission module packets coded data into RTP, UDP and IP encapsulation, and then through the wireless ad hoc network for transmission and forwarding. Video display module decodes and displays received video data through libraries of FFmpeg and SDL.Paper has carried an exploration on research and development of video data coding and decoding, which is of some significance of research, application and promotion of the technology.
