Along with social progress and rapid development of science and technology, civil air defense construction to cater to today’s world "confrontation and dialogue, cooperation and competition, peace and development, opportunities and challenges," co-existence of characteristics, in order to meet the requirements of today’s high-tech local wars, also gradually automated, programmable, multi tool, multi-network support of the development. Through RS232, RS485 or nRF905 wirelessly sent to the current precise time point of each school to improve the system’s versatility. At the same time the system is embedded in the PM66 voice chip, the whole point timekeeping function. The system can be controlled by remote host computer associated set to meet the requirements of the remote control. Paper introduces the hardware and software design of the system, given the hardware circuit diagram and software flow chart, but also with field application needs, the electromagnetic compatibility of the system designed in detail. Through the commissioning, the system has high precision timing, stability, and good signal to meet the design requirements.
