Infrared thermal imaging system can respond quickly and effectively to detectfire that may be ignored by fire police, so it can be used to prevent fires fromoccurring. In accordance with the regulations on fire, at least every police car isequipped with an infrared thermal imager. In the thesis, with kinds of functions,infrared thermal imager become fire police multifunctional mobile terminal whichconsists mainly of the following sections:(1) In this thesis, development of multifunctional mobile terminals which can accessinfra-red cameras and visible light cameras, achieving fusion of infrared andvisible light images show, integrates two functions which are fire police infraredthermal imager and digital camera. Infrared thermography is the basic function ofmultifunctional mobile terminal for fire police. It isn’t fire police if there is noinfrared thermal imager. Digital cameras can be used for investigation of the sceneof the fire. The command center can also use mobile Internet and digital camera toget real-time observation and the scene of the fire situation. Due to the differencesof visible width and perspective, infrared images and optical images need aregistration to fusion. The function of fusion of infrared and optical images makesmultifunctional mobile terminal for fire police fire safety, which can be applied tomore complex application environments.(2) As a mobile terminal for which the battery is the only energy source. In order toextend active time, all parts of the mobile terminal energy consumption must bereduced as far as possible. Smart computing needs a lot of intensive calculation,the energy consumption is much higher, and ARM embedded processor cost much less energy consumption than CPU of X86structure, Applications running on theLinux operating system consumes less energy than that on the Android operatingsystem, and Linux operating system good at real-time performance can wellaccomplish complex image processing calculations, This paper uses the ARM11processor and the Linux operating system as intelligent computing platform ofmultifunctional mobile terminal for fire police, and on this platform realizinglaboratory independent intellectual property rights of algorithm of intelligentcomputing that is registration and fusion of infrared thermal image and opticalimage.(3) In this thesis, in order to extend the functionality of the device, in addition tosmart computing platform, we also built display control platform based on thecotex-A8chip and Android operating system with capacitor control screen, whichmakes the whole device into a double CPU open device that users can optionallyload Android applications. Display control platform is the important guarantee forthe entire multifunctional device. In this paper, CDMA and WIFI communicationmodules are loaded on the display control platform, which makes fire commandcenter can get interoperability information from scene of the fire via the Internetin real time. The GPS module allows the command center to get the position offire engines in real time, and according to the road traffic congestion develop thefastest route for fire engines to reach the scene of the fire. Loading the videosurveillance module, command center can real-time get observation and the sceneof the fire situation via the mobile web and mobile digital video camera.
