With the society’progress, city hotline services is becoming solid support in citizens’live. The reasonable use of existing resources to improve management efficiency and management service level becomes the urgent needs of the modern city hotline services. Over time, the database of the city hotline service system has kept large amounts of data, and the rules hidden in these data can help managers to make better decisions, and thus to improve the quality of services from aspects in gaining the service-aware ,forecasting the events , responding and resource deployment. So, choose an appropriate method of data analysis to mining implicit rules in these data becomes an important task for research.This paper will analyze the data in TianJin’s 12319 city hotline service system database for the study. And through research of data analysis technology in the related fields, this paper found that data mining techniques are appropriate for study of this topic, so the specific work the paper will do are as follows:1. Describe the present situation of existing data analysis systems and analyze it’s limitations; Introduce data mining theory, process and it’s applications in related industries ,and analyze the pros and cons of more mainstream data mining algorithms, focus on the association rules algorithm and research, and Describe it’s host place in whole data mining process.2. Construction a data analysis model based on the current city hotline service system.Design the conceptual model, logical model and subsystem modules, mainly design the multi-dimensional association rules mining algorithm’model.3. Design the improved multi-dimensional association rules algorithm based on the traditional single-dimensional association rules algorithm, solve two major problems of the traditional algorithm as repeatedly scanning the database and generate large candidate set. Compare the improved algorithm with the traditional algorithm in performance and efficiency.4. Design multi-dimensional association rules mining tools based on multi-dimensional association rules as the core technology, preprocess the source data and save them in a mining database, and use the tool to analyze the corresponding processed data to generate association rules, and display the results through the user graphic interface and provide users decisions and solutions.Through comparison, improved algorithm just reads the database once to reduce the I/O burden; use triangle matrix and trees which have arrangement of each attribute’s layereffective to generate frequent itemsets which have improved the efficiency and performance of the algorithm. At the same time, mining results show that 12319 system has a lot of potential rules; make reasonable solution according to rules can improve the platform’response efficiency and service quality to give better service to the resident. All in all, the paper has basically met the requirements of the service platform.
