After The First Opium War, the Qing government started to send students overseasto learn the advanced science and technology in two stages in order to maintain its rule.The first stage was after the Opium War and before the Sino-Japanese War, the officialstudents of Qing government supported are the main group that sent Europe and theUnited States, Britain, France, Germany, Russia and other countries. They learnedWestern technology in the commercial, industrial, mining and railway transporttechnology. The second phase was from the Sino-Japanese War to the end of the Qinggovernment. Although the Qing government are financed foreign students to learnadvanced science and technology in the West, however, civil privately students becamethe main international students team at this stage, and it was up to the boom. The maincountry was Japan, also with Britain, France, Germany and other countries. Those classesnot only included the technology, mining, textile, railway transportation technology, butalso included the knowledge of law, literature, economics, finance, art, history, military,and other humanities and social sciences. Students of the northeast region of studyingabroad in the early Qing government quota were assigned to three provinces, thenortheast region of the international students sent mainly after the Sino-Japanese War,which caused Chuqing government "New Deal" that needed to be implemented in theNortheast, mainly because the Japanese forces continued to penetrate to the northeastregion.Currently, students sent to Japan had also got some academic research. This paper ismainly drawing on existing academic research achievements on the basis of researchliterature, archives, trying to explore the impact on the Modern northeast regionalsocio-economic culture that Northeast Region of students dispatched in Japan. Firstly thestudy is about the dispatch of the late Qing Dynasty, including the Sino-Japanese War, theNew Deal. Secondly.The second is mainly invoved in the origin, age, gender, funding,selected professional and school and explains the dispatch of Japan. Thirdly, afterreturning of those students studying in Japan, they are maily engaged in three aspects ofthe military, business, education.
