Secondary vocational education is an important part of educationin china, Also known as vocational and technical education or technicaland vocational education, Means to train people to be able to engage inan occupation of a specialized education in order to adapt the needs ofeconomic construction and social development, on the basis of certaingeneral education. Secondary vocational education is foundation ofvocational education. With the rapid economic development of oursociety, vigorously develop vocational education has become educationreform and development decision-making of china. However, with thecontinuous development of vocational education in recent years, theproblem of the students’ drop-out has become one of the major problemrestricting the development of secondary vocational education. Thestudents’ drop-out is the objective reality of the prevalence of secondaryvocational schools, and to bring a lot of negative impact on educationand social. Control of students’ drop-out has become a problem to besolved urgently in vocational education development.Based on this, the article combined with the background of thedevelopment of secondary vocational education, against the currenttrend of the development of vocational education and vocational school’sexisting contradictions, the students’ drop-out this situation to askquestions. Take Inner Mongolia Engineering College as an example, touse of the survey method, literature method, data analysis, comparativelaw and other methods, to investigate students’ drop-out, discussion onthe causes of loss of students, That students’ drop-out both the macroaspects of the education management system, operation mechanism,theemployment situation, and other factors, and microscopic aspects of ideas, source of students, instructional management, studentmanagement, structure of teacher and teaching facilities are complexfactors working together. On the basis of secondary vocational educationlaw and students’ drop-out factor, put forward the transformation ofgovernment functions; realize vocational education policy function andmanagement function of separation; Innovative talent training model;development of a wide range of vocational education; Establish andimprove vocational education policy and regulations to avoid the loss ofstudents.
