Under the background of globalization of the international development,to promotecivic education of elementary and secondary schools actively is not only necessary forbuilding a harmonious society of democracy and legality in China, but for the great need toimprove citizen consciousness, train and bring up qualified citizens of modern and futuresociety in the current transition period for China’s economic and social cultural development.Based on the experiment of civil education practice in Yantai and the research of the EffectiveWay of Elementary and Middle Schools Civic Education presided by the author, from thepresent situation investigation of Yantai city elementary and middle schools civic education,based on the practice of civic education and in reference to domestic and foreign relatedliterature and summarize area, after the careful analysis and observation we find out theproblems and shortages of the city citizen education practice,and clarify the basic ideas tosolve the problem of the current elementary and middle schools civic education, put forwardthe countermeasures and suggestions of our own, the aim is to construct the elementary andmiddle schools civic education system with Yantai local characteristics, what’s more, toimprove the quality of students’ citizen quality education level.This thesis mainly consists of five parts. The first part is introduction, mainly introducesthe background and significance of this topic research, overviews this research status at homeand abroad, defines key concepts, and introduces the main research methods. The second partis the present situation investigation of elementary and middle schools civic education, mainlyincludes the implementation and the survey results, The former mainly describes the contentof the survey, the survey objects, and the implementation of organization. The latter mainlyintroduces the investigation results from nine aspects. The third part is the current elementaryand achievements and existing problems of middle schools civic education. The former ismainly from four aspects, It includes the positive practice of citizen education, the main formof citizen education, the preliminary formation of citizen education teachers team and speedup the citizen education area to promote the results of our city elementary and middle schoolscivic education. The latter is mainly from that the misunderstanding of civic education, thecivic education curriculum content is not fully implemented, the effect of single and the lackof citizen education effectiveness, and have the attribution of the problem analysis from different angles. The fourth part is the countermeasures and suggestions to solve the problemof the current elementary and middle schools civic education. Mainly includes two parts, theprotection&support and pattern&methods. The former is to promote understanding, diverseways of curriculum development and evaluation to solve the problems of the currentelementary and middle schools civic education strategy and measures. The former mainlyintroduces the preliminary exploration experiment with local characteristics of five kinds ofelementary and middle schools civic education mode and approach, it refers to theinvestigation, special educational, curriculum integration, curriculum development andenvironmental reform. The fifth part is the conclusion, Mainly summarize the three basicconclusions and two hopes of the elementary and middle schools civic education practice.
