As an important part of universities, the reformation of two tier teaching management system is based on the reformation of inner management system. Since the mid-1980-s, the number of comprehensive universities in our country has increased rapidly. So setting secondary colleges has become universal, and two tier teaching management system has gradually become prevailing. The reformation of two tier teaching management system which is based on two tier management system, has become accepted by numerous universities, and they regard it as a significant measure to put into effect. However, because of the existence of hysteresis quality in function division, affiliation of rights and liabilities, management mode or other aspects, the reformation lacks effectiveness, especially in these local colleges and universities. The two tier teaching management system is expected to be perfected eagerly. As far as I am concerned, it has an important practical significance to do research on the reforming issues.I have proved the necessity of the reformation of two tier teaching management system in the paper, and analyzed its universality in higher education through its process of formation and development. I select university A in Chongqing Municipality as my study case, and survey its background, measures, effectiveness of the two tier teaching management system. Documentary method, interviewing method and case study method are comprehensively used in this study. In the study of university A, I have found in its reformation of two tier teaching management system, there are problems in some aspects:management idea, rights and obligations partition, institution setting, degree of specialization of managers and so on. On the basis of A school’s inside and outside environment of the reformation and from the angle of system, I can draw the conclusion that the restriction of higher education’s macro-management system, the containment of original management mode, insufficient in devolution, the imperfect of teaching management quality evaluation system, the tendentiousness of teaching management structure’s power are the main reasons which cause the problems of university A’s two tier teaching management system reformation.I have found some universal problems in this case study. Combining the causes, I put forward some suggestions to perfect university A’s two tier teaching management system. And I set forth my own thought about deepen the two tier teaching management system reformation in our country’s institution of higher education:building the monitoring system of teaching management quality and establishing policy-making institution, operation institution and guarantee institution of teaching management.
