Research On Risk Management Of Botproject

As the rapid enrollment expansion of China’s higher education in colleges, the campus infrastructure construction has entered a rapid development period, followed by the the more demand of capital. According to the State Education Commission in2009,65%of the schools have problems of lack of qualified teachers and infrastructure construction as the shortage of funds in50surveyed universities. As the national adjustment of financial policy since2010, banks continue to tighten policy, reduce lending, which lead the funding shortage becoming the "bottleneck" of college scale development. In this context, BOT model have been adopted in more and more colleges as its financing model and flexible capital operation. However, as the application of the BOT model is still at the initial stage, which still has several problems including risk analysis and management is not mature, the characteristics of BOT model, the methods of reduce the risk and so on. Based on the above research background, several cases were analyzed in this paper.In this paper, the first and second chapter describes the current domestic and foreign researches background and research status on the dynamics of the BOT project risk management, the basic concept and theory of BOT and project risk. The third chapter analyzed the BOT project risk characteristics from the view of application and specific risk analysis. The risk analysis of BOT project is divided into periodic risk and duration of two kinds of risks, deep into the specific assessment of each phase of the project encountered the risk and its continued existence throughout a project risk in further research. The fourth and five chapters are taking Chengdu**university student apartment BOT mode as an example, analyzing project background, status, implementation steps and the financial calculation in this case. In the last part of the article, the sixth and seventh chapters provided a detailed study of the case in the project through case analyzing specific empirical, combined with analysis hierarchy process (AHP), so as to set up a rational risk response methods.
