The policy of “Master of Education training for Rural Schools Program”serves as one kind of the mechanism for complementing ruralteachers and relative studies are few for the policy has not beencarried out for long. Existing researches are mainly study on amacro---perspective, such as the meaning of the policy, theformulation of policy content, and the cultivate ways according to thepolicy, etc. This study gets down to the perspective of a singlediscipline---Physical Education, and then analyze the executionprocess and the effects of the policy in the micro perspective, so asto promote some references for perfecting the policy of “Master ofEducation training for Rural Schools Program”.This study takes the execution status of the “Master of Educationtraining for Rural Schools Program” policy as study object and takes PEMajor Rural Masters of Education as investigate object and selects Heyu middle school in Heyu village, Yushe County, Jinzhong district, ShanxiProvince as investigate site. Under the premise of Reasonableinterpretation of the text of the policy, this study employs theresearching method of qualitative research and the theory of public policyimplementation, and utilizes the Smith’s model of policy executiontheory conducts the theoretical level of analysis and executionstatus analysis from four aspects including the Policy it’self, policytarget group, policy executor and the environment of the policyexecution in the discipline of Physical Education.The conclusions show that the “Master of Education training for RuralSchools Program” policy has not carried out for long and the policyitself is in the half mature state and still need adjusting andperfecting. The “Master of Education training for Rural Schools Program”policy shows a prominent effect in improving the academicqualification of rural school teachers, but the PE major masters haveno clear understanding of their roles in the teaching process ofPhysical Education, and have not shown the strengths and effects ofthe high academic qualification. The rural schools pay a low attentionof Physical Education, which leads the quantity and academicqualification substandard, and in the plan of choose employees ofnew teachers ratio is lower. With respect to this status, the author ofthe study thinks about whether master Physical Education teachers or not are needed in rural schools.
