The Study Of Chinese MPA Talents’ Quality Standard Model

"Cultivate the MPA talents with a broad perspective of the world and acquaint themselves with abundant knowledge and capability on administration, government, public policy, etc.", was put forward in the first "Public Management International BBS" in June2002. It’s known that MPA talents become the research hotspot since pubic management was the theme of international BBS. The contents of the MPA talents’quality requirements are highly valued by scholars at home and abroad, and meanwhile closely concerned by the MPA training institutions and public sector. Therefore, what contents MPA talents should be possess so as to be competent for public administration has been an urgent realistic question in the cultivation and management of MPA talents. This paper concentrates on MPA talents and makes a specific effort to study MPA talents’ quality standard model by way of both literature research and empirical research.Firstly, the research objects were chosen from the perspective respectively at home and abroad. On the one hand, the United States in America, Britain and France in Europe, Japan in Asia, and these countries’ first-class MPA training institutions were chosen as research objects to acquire the quality requirements for MPA talents from these countries and institutions. On the other hand, expound the MPA quality requirements asked by Chinese government and choose Renmin University of China, Peking University, and Fudan University as objects to acquire the quality requirements for MPA talents from these schools, considering the ranking of schools and MPA major in domestic. Then, count the keywords among the quality requirements both from the research above and relevant literature and sum up38items so as to try constructing the MPA talents’ quality standard model.Secondly, with38items of quality requirements as the theme, design the questionnaire from the aspect of importance assessment. Based on the questionnaire data, make an exploratory analysis of Chinese MPA talents’ quality standard model using factor analysis on SPSS software and clear the specific contents and structure of Chinese MPA talents’ quality standard model and the weight of the level indicator.Finally, discuss the application of Chinese MPA talents’ quality standard model in the education, management and self-growth of MPA students in hope of providing a useful reference for the development and cultivation of Chinese MPA talents.
