The rural social transformation has accelerated with the advancement of urbanization and industrialization. However, the long term city-countryside division system leads to the imbalance development between cities and countrysides. As a result, the city has achieved leapfrog development, while the countryside development is at a low speed. A large amount of countryside labor forces swarm into the cities so as to gain non-agricultural earnings under the drive of city development attraction and countryside poverty impellment. which gives rise to the countryside emptiness phenomenon, an overall political economic, and cultural fuctional decline,that is the rural hollowing phenomenon which can be expressed as lands leaving unused,social relations discretization,decline of rural culture and the hollowing out of rural spatial form, population, infrastructure and public services.The rural hollowing phenomenon is universal worldwide so the experts at home and abroad research on this phenomenon from different perspectives. By analyzing the research results of the experts at home and abroad, we can conclude that:the vacant village is the combination of phenomenons of outside enlarge empty inside, land leaving unused, brain drain, management absent, poorly organized and cultural decline as the overspill of rural population and capital in the urbanization, which leads to the decline of rural politics, economy and culture. There are various causes not only the village itself but also the external factors,which concludes:imperfection of rural land management regulation,less standard agriculture land transfer mechanism,the absence of village planning and management, constraint of system of urban-rural dual structure,financial difficulties caused by taxation reform,market economy’s impacting on peasants’idea and so on.Rural hollowing results in many problems, such as chaos of residence, waste of soil, as well as wider and wider gap between urban and rural areas. All of these problems are not beneficial to the harmonious society and the balance urban and rural development. Therefore, it’s the priority we should solve in building the new rural. In the south of Henan province, there are town S and Village B whose problems of rural hollowing are more and more serious. The writer masters a lot of details after visiting and investigating the places. What’s more, combing the theory and practice in and abroad, this article sets village B for example, and issues about the measures to deal with these problems. In this article, the writer gives many suggestions according to the local conditions. First of all, the government should push the curtilage reform, and enhance the examination and supervision. Secondly, make full use of the curtilage, and encourage the scale management of agriculture. Thirdly, program the village, and centralize the farmers. Fourthly, develop the economy of the village to attract the migrant workers back. In addition, improve the local fiscal capacity to supply the natives with better condition. Last but not least, for the natives themselves, they should improve their own organizing ability to improve the integrated development of their hometown.
