National university sports team building has made brilliant achievements, promotedthe development of sports in schools, and enhanced the vitality of the work of collegesports, and increased the radiation area of the college sports for the school sports since1987. By the end of2010, it has268university members and689sport teams. Collegebasketball team reached104, accounting for14.95%of the total sports teams.This study uses method of literature, comparative analysis, mathematical statistics, theDelphi method and analytic hierarchy process method. On basis of investigation and study,the relevant literature and experience gained in the evaluation process of the sports teamsand basketball team building facts, it aims at constructing an evaluation index systemthrough several times of expert consultant, calculation of the index system weight and aseries of programs. Finally, it carries out an evaluation index system, which is suitable forhigh level basketball teams in colleges, and provides reference to scientific andstandardized construction.Result and analysis includes three parts. The first part is determining the principles,including goal congruence, systematic principle, scientific principle, simple principle andfeasibility principle. The second part is determining the evaluation indexes. On the basis ofthe comprehensive construction and evaluation of our university team policies, documentsand literatures, construction content, the guiding ideology and principles of the IndexSystem, it lists various effect elements as much as possible. Through experts consultant,it constructs an evaluation index system, includes6first-class indexes—organization andleadership, management, coach, resources, performance and student sports—21second-class indexes and47third-class indexes. The third part is determining all classes ofindicators weight coefficient by using the method of Analytic Hierarchy Process.
