The Chinese term “private school" can be traced back to Confucius, but almostdisappear in the great social transformation, however, the private education is to riseagain after the nation’s opening up, since the government has issued and implemented anumber of policies and regulations to promote its development, and1993and2002serve as the two important turning point which marks the private education’s vigorousdevelopment in China. However, it is also faced with a variety of difficulties such asfinancing, teaching resources and fair competition. Through the observation of thedevelopment of China’s private education as well as analysis of the case of the NewOriental Technology Education Ltd., I conclude:1, current private education is faced with fundamental problems such as "definitionambiguity" etc., which triggered a series of discussions including tax, and management,"public welfare “and " profit-driven model".2, at the same time, the booming academic voice of a specific classifyingmanagement of the "profit-driven" private education, in my opinion, is inevitable, butthe classification is contradictory to our reality. Thus, I propose the authorities topractice so called “ten steps " in the account of foreign private educational developmentand the function of the government.
