In the process of urbanization in China, a large number of floating populations came into the cities because of the reforms of the systems and the massive demands of the labor for the development of the economic. Most of them are farmer in the past. As of2010, the number of the floating population in China had reached more than260million. Because of the restriction of the policies and economic conditions, the floating population would like to choose to live together in some areas in the suburbs, because these areas are closed to the cities, and the rent is relatively cheaper. These areas are very important to the floating population. Although they provide the floating population the place to live with the little rent, they also caused a lot of problems. Just like the problems of the law and order, and the pollution of the environment. These problems are the challenges for the city’s manages. How to control these areas effectively has become the focus of attention increasingly.In the process of urbanization in America had also created lots of slums like our country. In America, there were many experts did the research and the exploration about the slums. They had accumulated lots of information and experience of governance. It also has the significance for our country.Through the comparison between China and America, we can found that the areas which the floating population lived had its rationality and the necessity of its existence. It became the preferred choice of the floating population. So we should recognize that we have to allow the existence of these areas before the urbanization had not been completed. We should turn the reject attitude to them in the past. What should we do is to develop and governance them.The government should develop and complete the policies which are involved the right of the floating population gradually, develop the economics of rural. We should guide the population flow rationally. So we can alleviate the population pressure in the big cities. And we should provide the equal service of the floating population.The local government should develop the mode of community governance. The government, enterprise, the NPO, and the floating population all should cooperate. We should apply the economic tools more. And the service for the floating population should become our focus. We should respect their legitimate rights, improve the service levels.This article will use the method of literature research and the comparative analysis. Compare the situation between China and America. It includes the background of the population, the formation mechanism, the patterns, characteristics, effects, and the policies. At the last, I will summary the experience and the limits of America. And propose the measures for the floating population in our countries.This article is divided into five chapters.The first chapter describes the research background and the significance, introduces the condition of the domestic and international research, the research approach and the innovation.The second chapter introduces the relevant concepts and the basic theory. Include the definition of the floating population, the inhabited areas of the floating population, and describe the general characteristics of them. Introduce the relevant theory, includes the labor transfer theory, field theory, assimilation theory, network governance.The third chapter will compare the situation between China and America. It includes the background of the population, the formation mechanism, the patterns, characteristics, effects. Through the comparison between China and America, we can found that there are some similar points between them. They all have the negative impact on the cities environment. But there are some differences in the modes and features. The forth chapter describes the policies about the floating population in China and America, and the local government how to management them in our country. This part will compare the reform, the public service, the economic, the culture exchange between China and America. Summarize the experience and analyze the limitations of it in China.The fifth chapter will analyze the current difficulties of the management in our country. Propose some policy measures for the governance, and advocate the development of the network governance pattern, and improve the relevant the system.The innovation of this article is the application of the comparative analysis between China and America. The shortcoming is the lack of empirical investigation, and the research on the theories does not go far enough. I will accumulate more knowledge about it in the study and the practice.
