Now,the mobiliyt of ruarl population is a universal porblem. For the persent,China's social stureture is in the middle of transformation,natuarly,the mobiliyt of farmers has become the focus of sociological study.The flow of the rural population as the most important socio-economic phenomenon of naturally raised political science, demography, sociology and other scientific concerns. Existing studies have generally flows to the rural population in general, are optimistic that the flow is bound to reduce the rural population gathered in the land of the large population, to changes and rural development in rural China have a positive impact. According to available information and the author's field investigations, at this stage, the impact and consequences of rural population flows is very complex. Especially in rural areas mobility of rural governance, namely, to solve the problems in rural development is not entirely optimistic. This paper uses the southern province of Heilongjiang Sheng Lam Tsuen, the use of anthropological and sociological field research and survey methods, with the sociology of social mobility in the population movements caused by the attribution of social mobility among the population movement to expand the traditional migration the concept of connotation and denotation. The use of qualitative analysis and quantitative analysis, research and micro-macro method of combining the study of the rural population on the current flow of rural governance in the context of an analysis of the current situation, and on this basis, made a series of countermeasures.
