Study On The Situation And Suggestions Of Migrant Workers’Vocational Training Of Jiangxi Province

With the reform and opening up and the transfer of rural surplus labor force, more and more migrant workers left the country and came to cities. The group, because of their specialty, gets much attention. In recent years, the Central government attached great importance to their survival situation. They introduced a series of measures to solve the problem, and the local governments also take practical measures too. The current situation of migrant workers training of Jiangxi province is not optimistic. Migrant workers themselves could not afford the costly training; enterprises are unwilling to organize the training because the training is expensive and inefficient; and some training organizations are even deceitful; government-organized ones are merely formalities. The author analyzes the causes from the micro and macro aspects. In microcosmic level, the causes mainly as follows: migrant workers’low educational level, low capacity to pay and blocking information; company capital’s insecurity and pile up in excess of requirement of labor on the market; government-organized training is lack of supervision, and the funds are occupied and divert, In addition, the policy is ineffective and imperfect; the training market management is chaos, the training effectiveness is not strong. The macroscopic reasons mainly are:related policies and regulations are not perfect, two Yuan in urban and rural areas household registration system and weak foundations of the public service system and the occupation training system in rural areas. To solve this problem The author’s suggests are from the following respects:the first is to solve migrant workers training propaganda work; the second is to improve the relevant policies and regulations; the third is to establish the diversified financing channels and the main body of running a school; the fourth is to improve the migrant workers training system; the last is to establish a wide range of supervision mechanism, ensuring the quality of training.
