With the rapid development of science and technology and the explosive growthof the knowledge, having a good IT literacy is a modern basic ability tosurvive.Primary and secondary IT programs set up precisely to the requirements ofthe times, grabbed from the basis of education, to make students understand thecomputer culture, master the basic computer knowledge and skills, develop the abilityto use IT to solve practical problems, While improving the quality of students’information ethics, focusing on students in the cultivation of creative thinking,interpersonal harmony and self-learning ability to improve aspects of thedevelopment.IT education programs in primary and secondary schools have been openedmore than ten years, which made certain achievements in the basic theoreticalknowledge and operational skills,but improvement of moral consciousness andpersonality of student IT training, innovation capacity and collaboration in the ITclassroom have been neglected.Combined with the tilt of the college entranceexamination policy and school leaders, teachers, students and parents to recognize theerrors, and related resources shortage, resulting in the IT Division as the DeputyBranch, dispensable.Visible, primary and secondary IT education is facing a veryserious challenge to improve primary and secondary IT education quality, studentsgood quality need to change the thinking of staff education, to create effectiveteaching mode to change and improve the education status quo,as a contract toimprove the learners ’self-learning ability, and promote teachers’ individualizedteaching learning has brought us a new opportunity.Contract-based learning theory,using the method of literature review, questionnaire survey and experimental method,according to the secondary IT teaching practice, teaching mode, and applied to theactual teaching students self-learning ability, problem solving and collaboration hasbeen significantly improved, designed to solve the problems in the secondary ITeducation to provide reference and the reference value.
