From the middle of90’s, the mobile phone has changed from the luxury that normal people could not afford to the daily necessary in people’s life, and is used more and more in junior middle schools. Obviously, the mobile phone brings modern life style to the students’ life, and changes the students’ values, behavior way and learning. School moral education is faced with new challenges, too. Mobile phone culture has really enriched the school life. Mobile phone culture has brought about both advantages and disadvantages to the students. Flooded with the mobile phone wave, the school should analysis the situation carefully, deal with the issues actively with prudence and minimize the negative effects of mobile phone culture, so that students can form correct world outlook, outlook on life and values.This study used the combinative methods of questionnaires and survey interviews, conducts a comprehensive understanding on status quo of cell phone use and its impact on learning in senior high school student of Taizhou. The survey found that74.5%of Taizhou senior high school students use mobile phones, and the price of mobile phones, and monthly spending on mobile phones is moderate. The used methods and occasions of mobile phones showing variegated in senior high school students, however, some students spend so much time on the use of mobile phones that lead to physical health symptoms and even produce psychological dependence on the phone. The survey also found that students use mobile phones can be described as positive and negative. For instance, the use of the phone will reduce the high school students self-motivation, and learning the frequency of communication with their parents, but also to reduce the discovery and correction of the error terms in the students on reading materials, reading thinking and writing process short sentence use. On the contrary, the use of mobile phones to promote the frequency of communication with the students learning, access to information initiative, data acquisition situation. In addition, use the phone a certain negative impact on academic achievement of students and1.9points lower their performance of students using mobile phones. I believe that the high utilization of mobile phone in senior high school students are caused by many reasons, not only with the physical and psychological characteristics of the development of high school students, but also with the family, society and schools. For these conditions, the author proposes the following measures:school administrators should get out of the misunderstanding, and establish the concept of "should be sparse should not be blocking" of students using mobile phones; adept at using SMS to promote division exchange of learning among the students; reported through the design of mobile phones to enhance students’ ability to learn; students’ illegal use of mobile phones should be handled properly.
