Higher education assessment agencies produced in the2Cth century in China, and they are the inevitable outcome of the transformation of government functions and the reformation of the higher education management system. As a carrier of higher education quality assurance, Higher education assessment agencies are concerned by the multi-interest groups. In fact, the development of the Higher education assessment agencies can not be separated from these interest groups, and they have relations with the interest groups inevitably. So study the interest relationships will have great significance for the development of the Higher education assessment agencies and the development of all these interest groups.Interest is the nature of all social relations, so this article selects stakeholder theory as the theoretical basis to analyze these interest relationships.Firstly, the author uses Mitchell score to define the stakeholders from the power, urgency and legitimacy. Government is the core stakeholder, universities and society are the expected stakeholders. The author analyzes three interest relationships which are between the Higher education assessment agencies and the three stakeholders. Interest option is the basis for interest relationships to establish, the interests implementation process is the development process of interest relationships, and the achieve results of interest determine the development of the interest relationships.Secondly, the author discusses the difficulties which exist in the process of interest achievement, and the difficulties are both the Higher education assessment agencies and the stakeholders. On the basis of discussing the difficulties, the author finds the causes.Thirdly, the author gives measures to coordinate interest relationships of Higher education assessment agencies, and the measures mainly contain the development and perfection of the Higher education assessment agencies, positioning the government correctly, effective participation of society and so on.
