Promoting the all-round development of all students is the theme of contemporary education reform and the core concept of quality education. In the stage of basic education, this theme should be the guiding spirit of school work such as teaching, management and so on. As the core content of class organization construction, the class cadre-system plays an important part in school management system. In order to promote the class cadre-system reform under the spirit of the comprehensive development for all students is urgent. The primary school is the critical period of children’s growth and the starting period of social life. As the micro leading system of the class management, the class cadre-system of primary school has direct effect on each member’s emotion, sense, moral attitude and temperament. So it is quite significant to study and analyze the class cadre-system of primary school. It can not only provide the basic theory of school education reform, but also give the direction to the practice of educational management.This paper tries to analyze the problems of class cadre-system on a new perspective of system philosophy which is under the frame of the system evolution, the function of the system, the structure of the system and the value of the system. First of all, through the relevant documents, the paper set out the development process of class cadre-system of primary school and briefly discusses the advantages and disadvantages of each stage. Secondly, through referring to the materials such as the survey of class leader structure, the teachers’ interviews in25classes and collecting some relevant reports on network, this part summarizes the existing problems in primary school class cadre-system. The third, based on the structure of the system philosophy, with the theories of education, psychology, management, this part analyzes the reasons in some aspects including the concept of the primary school class cadre-system, the rules of the system, the object of the system and the environment of the system such as the school and the parents to find the basically crux of the problems. Finally, through combing the relationship between the value and the human requirements, this part finds out the value of primary school class cadre-system and arouses its regression of moral values. In this paper, the groundbreaking framework is trying to analyze the primary school class cadre-system using the system philosophy as the breakthrough point. This paper makes a new attempt. It is hoped that this exploration can provide a new point of view and thinking on the study of the class cadre-system as well as promoting the development and improvement of the class management theory.
